Um just happened to see this piece...looks very much like Nami from one piece. She holds the the 3-pronged ....thing like nami holds her separated climatact and the bells on the opposing hand look very much like the log pose Nami normally wears. Outfit is similar to Alabasta arc nami's wardrobe as well.
